RTW 1.3: can't edit height

Symptoms:

1) altering or deleting map_heights.tga has no effect. Game loads with standard map. Yes, I DID remove map.rwm.
2) deleting map_heights.tga crashes the game, even with the original map_heights.tga in place.

Am I missing something or is it true that height data are no longer moddable in RTW 1.3?
