Armies deserts and water

I think that armies fighting in desert provinces should be affected by 'lack of water' modifiers when it comes to battles.
What say you?

I think it's entirely too easy to march across the desert in this game, and that's a strategy issue more than a tactical one. However, I'm not sure how dry and barren the region was then, compared to now.
