BI: Editing starting money?

Anybody know how to edit the starting money like what people were able to do with Regular Rome Total War?

Uh, yes.
You'll find in the descr_strat.txt file in the campaign folder an entry for each faction that's called "denari"
As you can imagine, that's the starting money.

I haven't got BI yet, but you must remember that it is an expansion, not a new game. Most of the modding techniques used for RTW will still be valid for BI.

I would amend that to say "Most of the really basic modding techniques..."

They've complicated the more advanced stuff.
