If you all remember your history correctly 1848 was dubbed "springtime of the peoples" when people everywhere revolted against european imperialists.

In RTW I am having a similiar problem.In all my campaigns I play I usually forge a huge empire.But I have problems holding it.Am I losing wars to an enemy faction?No.

Then what you may ask?REBELLIONS.I set taxes to low and build plenty of public happiness buildings everywhere.But I have MASSIVE rebellions all over my empire!This is bad when im fighitng a war against an enemy faction and those 4 armies I'm sending up to the front as reinforcements for my soldiers who are holding my frontier settlements from the enemy onslaught are forced to divert there course back into the depths of my country and fight some peasants!

Also my economy tends to go negative even in cities where all the max economic buildings have been built.

People tell me "wow your army is HUGE you should just take the 50 provinces and win!"

Thats not my playingstyle. I like to forge a nice and powerful empire like I did in MTW and STW. I just got RTW and it is better in most aspects but in some it is lacking:like the frequent negative econmies and rebellions that happen for no reason what so ever.

As soon as a rebellious city is captured its people are put to the sword.This makes the economy and loyalty of the city go back to normal....before they rebel again for absolutley no reason whatsoever...


So how exactly do I stop these rebellions?I find it tiresome and annoying to constantly have to keep large garrisons in cities and keep attacking the same exact rebels and massacring the city 40 times per game...

You should try to prevent rebellions by having low-cost poor-quality troops inside the cities.They bring the same result as having legionnaries inside the walls.You can use the town watch or some auxilliaries.
Have the legionnaries stationed in forts at the borders of your empire and have also one fort in central Spain,one in Britain, one in Egypt and one in Judea.
Always look at the settlement details in order to know why things are not going well.
However if nothing can be done,and one city decides to revolt,then recapture it and enslave the population or enen exterminate them.Then things will be OK for some turns.

Have you tried moving your capital city to the center of your empire? Also, garrisons don't go off troop quality but troop numbers, so a unit of peasants garrisoned in a city will give more public order than a unit of praetorian cohorts. I never use peasants for garrison myself, i find it an exploit, i use town watch...But you can use peasants if you like... Also try knocking down the enemy buildings when you capture it to recude the culture penalty, and putting up your own. The government building causes the most culture penalty, so the sooner you upgrade the city the better.

Build temples which give bonuses to law and happiness, and governors with good influence will also make the population happy. Build arenas and set the games to monthly and daily, this will help.

Also just because a city is showing a negative income it doesn't mean it is losing money, it means it is paying a very high upkeep for your armed forces. If you slaughter its population, the figure it shows may be back in the positive, but you've just burdened another large city with even more taxes to pay for your armed forces upkeep, so although you may make a lot of cash immediately from slaughtering the city, you're losing in the long run...

You must be close to the 50 province level, right? The game throws theese rebellions at you as a last obstacle to overcome before winning the game. The main problem with RTW is growth-rate IMO. A city with 20.000 people and a growth-rate of 5% will, in just 25 turns, grow into well over 70.000 people. Edit the text-files. I´ve halved the initial growth-rate in all settlements and are experiencing a far more balanced game. It takes 10 min and doesn´t require any modding skills.

In my first few games I had problems with maintaining the happiness levels in my towns and cities. I now blame a misguided commitment to multi-culturalism. I would occupy a settlement and repair their religious buildings so the people could continue to enjoy their own religions.

Now I ruthlessly destroy religious buildings and build my own temples. I don't have as much trouble now and have been able to reduce the size of my garrisons.

when a city in my empire starts to rumble with rebellion I abandon( gift it to an enemy) the city then immediately re enter it and slaughter everyone and get some money as well problem solved I guess its kind of cheap but who says that "I" absolute ruller of my empire cannot slaughter everyone in a city of riotus rebels it happened all the time in this time period.. the only problem is they have bad memories because like 10-15 yrs later they can revolt again

I like it when you have a group of rebellious or near rebellious cities then you do that slaughter everyone move then all the cities around it go back into the green..

yup stuff like that happened all the time
