I decided to try playing the English GA campaign for the Late Era. Their first goal is listed as controling 2/3's of the wool trade. I'm curious, does this mean that I need to make sure that England is conducting a lot of trade with provinces that have wool, or do I need to physically conquer other provinces that have wool?

There´s something similar with the HRE GA goal of "dominating North Sea trade", does that mean possessing 2/3 of the north sea ports, having 2/3 of all ships in the north sea or what?
