I just realized what could give Command stars to children.
It's Testy trait that gives +1 to Command and -1 to Influence.
It has 5% to be gained when brother is adopted.
And brother adoption trigger is checked for children male characters too.
The reason why I succeded to notice this is when you horde in BI, and have just two characters (like with Goths or Franks), two more generals are adopted. Several times it happend to me that after hording some children got command stars. So I found trigger for brother adoption and made Testy have 100% chance to happen, and every time when hording with Goths or Franks all childern from member who adopted new generals got one command star.
So that's it!
