Somebody, help this primitive modder. What do the numbers represent?

I scanned the forums and saw people mentioning it but it was never fully explained (at least for the vanilla version.)

I did some experiment myself but I still couldn't get the picture or understand it. I did get some Calaphate Roman Numerals and some other funky names so I thought I should just ask a question lol.
