What does Chancellery / Constable's and Marshall's palace do ? do they give happiness to the population ?
They allow you to award a title to a general, increasing his loyality and his command or acumen. Constable's palace also decreases the chance of mercenaries turning up in the inn (if the province has one), IIRC.
