I'm Back!!
I have looked at the various region associations. I have determined what they mean except for NO-Faction/All Faction.
Here is an example that uses all regions from crusbuildprod file:

For Gallowglass, note that the first two locations bolded-English and Ireland are for ruler and region advantage.
1. Ruler ID Troop Advantage for Gallowglass is English. So the English receive valor bonus when building Gallowglass---Another example would be French building any crossbows.
2. Region ID Troop Advantage for Gallowglass is Ireland-Receive valor bonus when built in this region. Another example would be building HighlandClansmen in Scotland or Chivralric Knights in Provence.
Note the second two bolded regions for Gallowglass-No Faction and Ireland.
3. Faction Association for Gallowglass---Faction association is which factions can build Gallowglasses. Sometimes specific factions such as HRE or FRENCH are listed, in which case only those factions can build those units. Sometimes ALL Factions or NO Factions are used instead of specific factions. I can't determine the distinction between the two when examining examples.
4. Region Association----For Gallowglasses, units can only be built in Ireland. Units with specific regions may only be built in those particular lands such as Clansmen in Scotland.
Hopefully the above is understandable and helpful.
Can anyone explain the fine distinction between All Factions or NO Factions? As far as I can tell, the answer isn't the obvious answer.
Appreciate any help from anyone that knows the difference.
