I'd like to know if there's a fixed amount of units the AI is allowed to recruit each turn, or if it just recruits randomly. I'd like it to acquire a fill queue of units each turn..

You can set the recruitment of the AI through a script(a trigger).
But only for the first turn...

I think it recruits randomly. I don't have too much experience in this chapter of modding(AI army recruiting)....

I'm thinking if there's a way you can get the AI to follow your moves, i.e whateva amount you recruit it'll do the same.... there must be a way... ~:cheers:

We have few means of modding the AI and nothing specifically around recruitment. The only thing we can do regarding recruitment is give them exta units through scripts, but this would be in addition to regular AI recruitment, not a replacement.

AI recruitment can be modified somewhat as part of the AI personality setting or whatever it is called. Part of it is economic policy (building) the other is supposed to help determine the relative proportions of unit types in its armies IIRC.

Here are some notes I have copied from someone's posting about this:

Troop personality:
smith - exactly level

mao - biased towards mass troops, light infantry

genghis - biased towards missile cavalry and light cavalry

stalin - biased towards heavy infantry, mass troops and artillery

napoleon - biased towards a mix of light and heavy infantry, light cavalry

henry - biased towards heavy and light cavalry, missile infantry

caesar - biased towards heavy infantry, light cavalry, siege artillery
