After victory as the Sassanids I carried on playing and find that some citys such as Constantinople, Alexandria and some others must be programmed to revolt no matter what you do. I can see no other reason as there no more buildings to do and they have had temple complexes for many years. It just makes the game boring having to keep retaking them.

Extirminate it one of these days, have you tried garrisoning it with a full complement of Peasants?

Have you converted it to your religion? If not destroy the Christian Basilica or Roman Pagan temple and replace it with one to Zoroaster. That will make the people really angry for a while, but once they are converted it will be no problem.

Perhaps move your capital to ensure that outlying regions are not too distant.

Most likely he has just failed to stop population growth. You should never build any farm upgrades in these big cities, and you should set very high taxes and destroy all squalor-reducing buildings. This will cause some increase in unrest, but it can bring population growth all the way down to 0% (which is a must). If you fail to halt the growth then it is only a matter of time before the city gets too many people and inevitably revolts.

It seems the CA programmers are tree-hugging hippies if they think the best strategy is to make no improvements and throttle any growth
