Mike Brown "is starting a disaster preparedness consulting firm to help clients avoid the sort of errors that cost him his job." First bit of advice to the client: don't hire someone like Mike Brown.
Seriously, if your company hires someone like this, isn't it a clear sign that they have no idea how to pick a winner, or respond to anything?
"Brown said officials need to 'take inventory' of what's going on in a disaster to be able to answer questions to avoid appearing unaware of how serious a situation is."
And that's why he has no business in the field. He is concerned about APPEARANCE, not performing the actual function. Anyone who uses his service would be on my short list for firing, because they obviously don't understand their purpose, nor how to select advisors.

-responsible for the red tape which ended up cuasing extreme damage to one of americas most beloved cities
-More worried about him than the people in real danger

Although I think you might be giving him too much credit. Are you sure he can do long division?
