Ive added a provincial campaign to BI.
Changed the map to the 72 province (as BI) METW map changed all the colour codes in regions.txt to the METW regions.tga colours.
So far looked good. Ive converted the .hgt file using the converter. Now Ive stumbled across an unpassable obstacle: whatever i do erase the watchtower section, delete all watchtowers the game wont accept it and has this odd error: You have chosen an invalid tile (0,0) for the settlement of , no settlement name as its blank and the line is 4083 the start of regions section just below...
Is the watchtower section so important?
How can bypass it?
is there anything else that im doing wrong? But why im getting this odd error?

If I remember correctly, the invalid tile (0,0) means that a city is placed on water, or 0 elevation. I think I had the same problem, but I fixed it when I moved the city on land.

Funny but I had watchtower error message when I placed named character in the wrong spot
