I don't quite understand what you are asking here. If you install BI it patches RTW to 1.3 so you won't need to download it. Is that what you are asking or am I on the wrong track?~:)

As said above, the 1.3 patch is for people with Vanilla to benefit from the fixes made in BI without having to buy the expansion. If you have BI (which is 1.4), you have no need of the 1.3 patch
