An entire section of the Art of War is devoted to Attacking with Fire, especially for flushing out an enemy hiding in a forrest or for attacking their camp. I only play MTW is this in RTW?
Also are their supply lines routes?
If not they would be a cool thing to add for the next TW.

In RTW you can turn on fire attack for archer and artillery units. For archers they decrease accuracy but increase kills and impact on enemy's morale. Fire arrows can be used to enflame lowest tech barb buildings too.
Fire artillery disables bouncing, thus chance of kills. They can enflame many buildings.
Generally fire attack inflicts high morale penalty on the enemy. You can route fully armoured general bodyguars with two units of fire archers' concentrated fire.

I now that burning buildings such as a barracks or archery range will prevent units being raised but is there any effect when you fire civilian buildings? Lower morale?

Don't know. Personally I wouldn't waste my ammo on buildings. Even if you raze them to ground zero, they don't disappear from the campaign; just become 100% damaged.
