Patch 1.3 downloading trouble

The title explains everything. When I attempt to download the patch the following message appears.

An error has occured
-Close any running programs
-Delete all temporary folders
-Check internet connection

And then the setup interface dissapears.

Are you sure you are downloading it (as opposed to running it from the internet)?

You ought to get a window with both options when you press the download link. Do you still need it or are you trying 1.2 now?
