I want to know if there are any RTW mods that unlock all factions. This is for 1.3 btw. Or can someone tell me how to unlock them by editing some files?

Go to C:\Program Files\Activision\Rome - Total War\Data\world\maps\campaign\imperial_campaign\descr_strat
From there you can move unplayable, unlockable, and playable factions to your heart's desire.

As Zomby_Woof says, you can make factions playable by editing desc_strat.txt, which will only take a few seconds. Remember to back-up your original files before editing though, saves reinstalling to get hold of the originals ~D
However, I'm sure v1.3 will give a crash to desktop (CTD) because there are no campaign descriptions present for Armenia, Spain, Numidia, Dacia, Scythia, Thrace. These are found @ C:\Program Files\Activision\Rome - Total War\Data\text if you want to create your own.
You can always download a mod which does this for you, try Borsook's all faction mod for RTW v1.3 / BI v1.4 available here (http://www.twcenter.net/downloads/db/?mod=672).
Even though its pretty obvious the bit you want in the script is this (https://img403.imageshack.us/img403/7927/helpful8ou.gif). Simply add the factions name you want to unlock under where the roman houses are, like I did with the Greek Cities. Remember to remove the faction name from the original list as well, otherwise it would be in two and that cant be good.
I actually have a question of my own though, if I was to put the roman senate under playable what would happen? I'm guessing it wouldn't let me play as them issuing missions and such?

You can indeed play as the Senate, but I don't think you can issue missions on your own (I tried it a long time ago). Also the "Senate" tab doesn't work properly as the game is not made to include playing as the Senate, so if you hit this tab, your game will :skull:... Also I believe you will lose that game anyway, as one of the winning conditions for a Roman faction is... eliminating the Senate and conquering 50 provinces (a bit hard to accomplish these conditions at the same time).
But you can play the game, just conquering other factions/provinces, yes.
:idea2: Maybe I should set up another SPQR campaign, just for fun... :juggle2:

Yeah watch out though when playing SPQR, they tend to go into debt within a handful of turns.
