What benefit is in building Spartan type government when playing as Hellenic faction?

The standart Hellenic-type (second government building) takes less time to build, is cheaper and has overall more benefits (Spartan government building reduces trade and probably lowers time and money for military type buildings). I peek into buildings textfile and found that every hellenic unit can be trained with Hellenic type building and Spartan does not allow to construct some buildings...

So why bother with it ?

I expected some elite unit or some building for greater experience for recruits.

Building bonuses haven't been really tuned up yet. I expect we will get to that before too long, but not yet. There is also the matter of the spartans themselves as a unit - they will be trained only in a type1. But yeah, type2 for the KH is really good too, and the fact that it's faster and cheaper than type1 is an aid to the KH in putting decent governments in other provinces - since they've had lots of practice with colonization and establishing effective governments in distant places. This isn't really a problem though (as the KH along with Yuezhi are about the least-expanding faction in the game).

I think that adding the spartans, and trying to give some good bonuses to type1 will be the most that we can do for them (though there will be some negative bonuses for it too). What we wanted was to have separate complexes so that we could have a really cool spartan agoge set up in those provinces, but the limit of 64 complexes and all the absolute crap we have to deal with with these "conditionals" makes it so that it's all shared and we have a harder time dealing with making these govts much more unique for one faction than the others.

Also with regards to the type 2 Govt, is it possible to change the description? It says that this type of Govt is installed when all the male inhabitants had been killed or sold into slavery... surely there was a nice way to have a central city without doing this? By this I mean without leaving it independent or installing a tyrant.
