Surprised noone pinpointed this earlier but everytime you have a flashflood it damages the province permanantly. This has been in the game since at least patch 1.2

Currently I found a workaround and that is to load from autosave. The damage is still there but the province gives normal movement. You can not load from the previous turn the flood still occurs, might have been a scripted flood that was suppose to occur that year (about 199 in Numantia).

Anyways once a flashflood occurs you can never build a watchtower/fort in that province in the game ever again. Also movement is permanantly reduced even after 30 years. In game terms I'm guessing the most CA would have programmed 10 years max until recovery. The movement speed can be reduced so much that there can be a highway in the effected province and troops will avoid using the highway and walk on regular terrain(no roads) in the adjacent province.

Since flashfloods are most likely to occur in provinces with swamps, I always thought that was the factor that reduced movement speed and disallowed building towers/forts and thats. I even remember someone stating in the Ludus magna that certain provinces you can't build towers/forts in. And some games I could build in that province and sometimes I coud'nt. Since this bug has been in there so long maybe it worked properly in 1.2 or the bug always existed anyways theres the facts.

It's easy to detect it in your own territory, as you get a message telling you have had a flood, but you have no idea when it happens to the A.I. so anyone know if you can mod flashfloods out or at least wich years the floods are scripted so I know to load from autosave on those years?

That might explain why I couldn't build towers inTripolitania.

In all the time I've been playing I've never had a flashflood occur in one on my provinces, if memory serves me right.

@ Oaty

I made a thread about movement penalties caused by floods many months ago. You can find it here https://forums.totalwar.org/vb/showthread.php?t=53381&highlight=movement+penalty

Surprisingly at the time you were the only one who replied in the thread.

Anyhow, I have experienced this in all my campaigns, and after flash floods there is a permanent movement penalty and no towers or forts can be built in the province. Almost all these floods seem to be scripted, as they would always repeat themselves no matter how many time you load a previous save.

I wish someone can tell us how to remove flash floods from the campaign for good, or perhaps a way to recover the province from the permanent damage done to the province.

And I can confirm that this bug has been there since the V1.2 days, as that was when i made my old thread, and now I am using V1.3 and the bug is still there as two provinces in my current Egyptian campaign are permanently damaged with reduced movement penalty etc., because of flash floods which happened many years ago.

I notuced a couple of campaigns taking Alexandria. The usual trip to Jerusalem is about three turns. After the flood, it takes two turns just to get across the delta with highways. Cannot build forts or watchtowers there after the flood either. Seems to last well past any ten years.
