I Cannot Build Longbowmen

I am playing a campaign game as the English in MTW. I control Wales which has a Citadel and a Master Bowyer, but only standard archers are available to build. What am I missing to build Longbowmen?

Longbowmen are only available when the game enters the high period. 1205 onwards.

May it be you haven't reached high yet? I've heard that you can't hire Longbows befor 1205.
