I always just play around with the EDU.txt so I dunno about any fancy programs, but in the file the second last number in an unit's attack line (stat_pri and stat_sec; the standard seems to be 25) is explained as "Min delay between attacks (in 1/10th of a second)", so that's probably be the one. Not that I've specifically tested it or anything, nevermind with archers.

I tried in Export_descr_units and I've changed the number anywhere between -25 and 100 but I notice no difference

Huh. Well, like I said I never tested it. Then I'm out of ideas, as I've seen no other suitable-looking file that might govern it.

I looked into this a while back and as far as I could tell then, there is no way to change the rate of fire for ranged units. Changing the attack delay does nothing. Even changing the firing animations appears does not appear to help.
