Playing as Sweboz I have found a couple of things that may be problems.
I have taken Gawjam-Kimbroz, Gawjam-Rugoz and Gawjam-Skandzawaroz.
When I go to que up a govt building, there is no level 2 as a choice, only level one, three and four.
Also, when fighting the battles to take these towns I get CTD when the enemy general is killed. I have restarted three different times and I get the same thing each time.
If I auto resolve the battles there is no crash. If I make the enemy route without killing the general, I can chose end battle and there is no crash.
Could this be related to traits of the enemy generals? Or is it possible that it is related to the white banners that the rebels in this area have? In .72 they did not have white banners. What was changed that gives them white banners?

I believe that type 2 govs cannot be built if a type 1 gov can be built there, contrary to the 0.72 where you could. I have the same thing with Pontus, but I assumed that the EB team had done this deliberately.
Confirmation from the EB team?

I had a similar government problem playing as the Romans (thread here on the bug forum (https://forums.totalwar.org/vb/showthread.php?t=62201)), but you might want to check to see if this is a feature, rather than a bug. I was not able to build level 2 governments in homeland (level 1) areas in 0.7.3a so it could very well be deliberate?
I haven't had any experience with your other problem though, sorry!

Some people have wierd issues that don't show up on anyone else's game. When I was playtesting as the Koinon Hellenon, I had an issue with the Pherasdiphai showing up as mercenaries after the fall of Macedon; since they did not have a mercenary skin, the game would crash when I tried to play a battle with them. The problem was, the Pherasdiphai were not supposed to be recruitable as mercenaries in the first place; how they showed up there, I shall never know, because noone else could find them.

Killed general bug seems to be caused by a lack of some graphic: Struckat, could you say when it crashed - imidiately after Gen death or when you clicked on small icon "enemy general killed" ?
Other problem seems as this rebel sub_faction does not have banners somehow,

The battle crashed exactly when the general was struckat and killed....:laugh4: :laugh4: :laugh4: :laugh4:
(actually, Struckat is a fishing term coined by my screeching woman, "I've been struckat!")
Ok, what makes me soooo funny, thank you.
I played the same battle over and over again, after the second time I zoomed in and upon the final sword chop from one of my generals troops hit the enemy general, the game crashed.
I have been playing since my post this morning, my screeching woman went to work today but alas, I was so so sick :laugh4: :laugh4: :laugh4:
After the skandic conquest I turned east. Still white bannered rebels but no crashes until just a moment ago.
I was bustin the gates of the city of fleas. That would be the town of Corrodunum. I attacked only to find all of the Aljaz-Gea and Lugi disguised as fleas. One the gate and walls were breached, my troops charge in to find that up close, the fleas that we planned to stomp were really guys with spears!!!!!!!~
So we knuckeled down and began the killing. At about the point when the enemy started to route........CTD, but the enemy general had already been killed.
A season or two before that I had a CTD hunting rebels on the road 1/3 of the way between Gintaras-Ostan and Selium-Pilis. We joined battle and after a few moments, CTD, but the enemy general was not into the fray yet. The enemy troops were five units of Franken.....Freeggin......Frankamannoz with no family type general unit.
Its now 257 and aside form the first few years it has been very stabil until now. So I will reload and instead of bust the gate of Carrodunum, I will maintain the seige until they sally. Or......I will keep my eye on the red cloud of insolence seeping through the mountains to the south. We have heard about the romani, dogs die more honorable deaths.........Triari.....Tria...he spits on the ground and walks away......
