Parthia seems to get a lot of cities it doesnt have and border with. At first I assumed this was because it was bribing them, but when I played as Parthia I discovered that all these cities in india and arabia with no connection to me whatsoever were rebelling (from bactria and the ptolemaics respectively) to join my empire. Is there any way to ensure that these cities revert back to rebel control. it makes the east look a bit messy if random provinces belonging to parthia are scattered everywhere

There isn't a way of making sure they revert back to rebel control as far as we know. Those provinces generally have parthia set as their faction_creator, so that the type of buildings they will get will be of an eastern sort and parthia is a better choice for them than sarmatia or yuezhi. This situation will get better with future builds hopefully, but we don't have a way of making them just turn rebel for certain. Sometimes that happens (witness seleukid province losses), but sometimes it doesn't and they have to 'flip' to a faction, and we are stuck with this problem.

I believe that the faction creator's culture defines the style of the city so it is not reasonable to put the slave faction as the faction creator everywhere. But I'm just a layman, and thats an less-than-educated guess.

We have tried faction creator as slave. The problem is that 'slave' is inherently roman when it's used that way. Faction creator dictates how the houses and city icon appear, so the game wouldn't know what to do with them as no true 'sub_faction' would be assigned and consequently no culture would be assigned for those variables. The city would have roman houses and it would look roman in the icon used on the campaign map. Another thing I'm not entirely sure about but that worries me, is that if it rebels to 'slave' as the faction creator that it produces roman units too. But the first two parts do happen and i've observed them.
When we did faction creator "slave" we had very weird results regarding rebellions; factions were popping up with provinces they shouldn't have all over the place. It isn't a viable option, it exacerbates the problem.
We'll have more control over this in 1.5, allowing us to define the cultures properly so that we can avoid much of the swapping issues we've had to date. I do believe, however, that a choice must still be made as to which faction a given province will rebel to, but at least the choice will make better sense than it does now.
