After conquering Mediolanium i can only build governments type 3 and 4. I understand there were gauls living there that time, but is this intentional ? A roman province there would make sense in my eyes.

You should be able to build a type II government there, it's definetly not intentional. The map shows all provinces that should have type I gov. option in lighter and the type IIs in darker red.

I reported this one (https://forums.totalwar.org/vb/showthread.php?t=62201) under the previous patch, looks like it might have slipped through the net.

Just an FYI, Kirtan is also not able to build a type II for the Romans, although the map indicates it should. This is from 0.7.3 though, dunno if it's fixed now.

Is this the most up to date map of this? I thought I saw one that allowed a Roman type ii in Charax Spasinou?

I have a similar problem in Aemilia as well as Insubramrog. As a side note, there is already a barbarian government type building there, but the option to destroy that building is greyed out. So, I can't destroy the building and replace it with one of my own.

Re-Tested it with 0.74, there are still problems with roman gov type II, at least in Mediolanum and Patavium

As with recruitment, you'll find a lot of Government Type problems in v.74. Keep in mind that our primary objectives with the patch were:

1) CTD elimination
2) Save Game compatibility.

As regrettable as these problems are, they aren't rule #1, and fixing them would have violated rule #2.

Ay! In that respect, 0.74 is great so far. No problems in campaigning against Epeiros and Carthage as Rome :-)

No problem with that! Just making sure they are on the list for the next full build download (i.e. non-patch - I have no idea if this is the right terminology).

Mediolanium was founded by the Gauls of Northern Italy around 600 BCE. It's the modern Milan. It was/is a city. Never was a 'Province'.
