In my experience it is mostly used as an dismissive exclamation, but the actual meaning depends on the context: it can mean such things as "This is unimportant", "I don't care" or "This is bad". However, some people use it as a general exclamation.

that is a pretty cool arcade this site has. Some of the High Scores are crazy, especially defend your castle. Whoever got that is amazing.
