Washington is in the District of Columbia, which is not a state. However, the D of C is located in Southern Maryland/Northern Virginia.
If you are talking about the city of Washington DC (as opposed to the state of Washington in the northwest), no, it is not within a state. It sits on the Maryland side of the Potomac River, with Virginia on the other side, but is not part of either state. DC stands for District of Columbia. I think there were political reasons for not including it within a state.

That's correct.
On the wikipedia article for Washington DC, I think it has some facts about what would make it special if it were a state, such as it would have the highest GDP per capita and things like that.
DC means district of Colombia, named after Chrisopher Colombus.
There's a NorthWestern state called Washington, which is the only state named after a former President.
