Here are a couple of related tutorials on how you should go about converting / removing / merging etc the existing factions and their characteristics. Obviously there are many areas that need to be modified to completely remove a faction from the scripts, and I'd suggest making backups before you attempt to make any changes to the original files in case you come unstuck down the line.

Uh i havent found a guide to making one roman faction. Can someone please either A. Post instructions here or B. PMing me the insrtuctions. ANd no i dont have msn
Hannibal99,
I you don't want to retain the Senate, simply do the stuff in the first section of this tutorial (https://forums.totalwar.org/vb/showthread.php?t=63904); it's the one Seasoned Alcoholic mentioned above. Then you should simply be able to remove the two remaining Roman factions and transfer ownership of their settlements to the Roman faction you wish to retain.
I think retaining the Senate with just one other Roman faction is possible, but it will get a bit strange because only characters of one faction can hold Senate offices. If you have trouble, reply and I will try to help out as time permits.

atilius the senate can hold officies.
do i remove the whole senate faction and give rome to julii?
Yes, that's what the tutorial tells you to do:
Cut the settlement description block from the Senate's faction description and paste it into the Julii faction description with the other Julii settlements. If you make it the first Julii settlement listed, Rome will become the new Julii capital.
Then remove all of the remaining Senate faction information.
atilius the senate can hold officies.
I don't think it's advisable to leave the Senate with any characters or settlements, but I suppose if you do this is true.
The Senate actually survives if you remove all it's characters, armies, and settlements as long as the faction controlling Latium is not at war with it.
