Slavs turning up

One question, in RTWBI how to the slavs turn up? Is it by scriting or what?

When, where and if they turn up is controlled by having trigger in descr_events.txt

event emergent_faction slavs
date 47 summer
region Locus_Barbaricum
You can change region they appear in but it must be one that has border on edge of map.

What were you trying to do?
