View Full Version : Riots : Does lower Public order = worse riots ?

Hi
Ive recently taken over someone elses game and I am having trouble controlling public order in several cities.
Question: Is a riot going to be more severe the lower the public order ? ie when the city riots at 60% public order is it going to be less severe than if the public order was 10% ? ie lower public order = worse riots.
This is important. If a city riot is unavoidable and there is no difference to the severity you may as well hike taxes/remove the garrison and let the city riot for a turn.
My own numbers from last turn:
- 5 Cities riot
- Cost to repair damaged buildings = 3,700
- increased taxes earned by hiking tax rate for turn of riot = 2,600
- Civilians killed 5,700
- Troops killed 62 (most were removed from cities about to riot)
But those numbers dont answer my question.
Anyone got any research on this subject ? Any thoughts would be appreciated.

In my experience, there's two main P.O. levels that affect the severity of riots: 65% to around 55% give you riots.
55% and below give you rebellion, and you're kicked out of the settlement and faced with the prospect of battling 20 gold-chevroned peasants to retake it.
And don't remove troops in cities about to riot- it'll increase the chances of a riot/rebellion. You can just retrain them next turn.
EDIT: Also, I think city size affects it too. They're more likely to riot if it's a huge city than if it's some barbarian town out in the middle of nowhere.

Im having fun in the Carthage PBM. I play real slow but like to take and post many screenshots.
I see from your sig you are taking part in the will of senate PBM..looks complex.
In RTW V1.5 - No Mods I have observed:
- Red face occures at 70% Public Order or below
- 70% has no riot. It is OK.
- 65% and below and the first turn is riot
- 65% and below and second turn is usually rebellion
- Big towns have more squallor so more likely to have order problems.
So a technique I currently employ in those cities that are borderline or beyond is let it riot for one turn. And big time. 0% public order (high tax and no garrison to speak of). Then recover it the next turn. The high tax turn is one where the govenor is in place and completes a building. He will gain some positive trait but at some risk from death due to the riot.

Most of my riots are in large, and huge cities. In large ones, they get worse at around 23,000 and of course kill a few thousand civilians and cannot upgrade, but they continue to riot.
I'd really like to see the riots just modded out. I seriously doubt that riots took place in these cities with the frequency and severity shown in this game. As I said in another thread, I lose more troops to riots, and sustain more damage to buildings in riots, than in combat.
Then it costs a fortune to repair the damage. No sooner do I get the buildings repaired and troops retrained, then the idiots riot again.
If riots cannot be modded out, an acceptable alternative would be to zoom in on the rioting city in "battle map" mode, find the rioters, and kill them all! I have had more riots tonight than battles. I'm really fed up with them.

If damage occurs to buildings in a riot I wont automatically go and repair it. If I am expecting riots again and dont immediately need the building then I will leave it in its damaged state. Depends how tight or flush the money situation is.
My riots are also in bigger cities. Thats where the squallor is bad.
Im no mod person. I suspect a temple could be modded to provide a really big public order bonus..like +50% Law instead of +5%. That would increase public order and thus help keep you above the 65% point that riots start.

But their are temples like that. As far as I know temples of fun/order provide a total of +60% public order.. (Maybe in some cases with some factions, though)
And the most annoying part is playing with barbs.. Just imagine the picture, you take Rome; a full developed Roman City. You suffer from 50% culture penalty, alongside what 40k angry population? (Cut down the third though). And with it's high hygiene, and probably low tax rate to keep it in order, population will grow up in no time, making you suffer..
