I was playing EB today as Carthage. I had just one an important battle against Rome when i noticed my economy had fallen through the floor. I took the usual precaution of disbanding a few men, however it took me to two turns and -28000 mnai to discover that one of the sub sahharan towns had turned to my cause with a near full stack of african elephants! Not complaining but just wondered how this full stack of elephants turned up right underneath my nose!

Ha! Nice! Some local ruler decided he didn't like some other faction elbowing in on his turf and pledged his allegiance to you in return for your aid and leadership. Not so crazy - though it might get you involved in a problem with his enemy if you don't quickly resolve it through diplomacy.

Lets just say the ptolomies might find it a little harder to cross the bridges into carthage now. or maybe they will suffer the cruel winters of the alps!

I've experienced similar issues where random towns just swore allegiance to me, not that im complaining likes, I enjoy it when I dont have to have some really long drawn out seige fight with a group of Belgae who are prepared to die fighting.
