Not that you really need to cheat with the Romans (well anyone really), but here is a little trick you can use before civil war breaks out.
I'm playing as the Scipii. I've completely taken Sicily and I've taken Thapsus and Carthage is unders seige with some crappy units inside. Anyway, I want to build up troops to be able to stop the inevitable counter attack from the Carthaginians (which I've seen coming on boats from Spain).
Anyway, this is where you could get a bit tied up. I want to create units, but that will take away from my population and at this point I want my population to flourish so I can build structures that allow training of better troops. I've found the solution though! If you sit diplomats around the Brutii and Julii areas you can bribe any armies they create and the troops will join your army without losing population numbers. The best part is you can bribe them for less than the recruitment cost!:laugh4:
