Elephant mercenaries

Is it possible to recruit elephants as mercenaries? I've noticed the elephant icon on the strategic map and I'm wondering if I can recruit some if I'm near one of these icons.

Heffalump mercs are I believe recruitable in any province that can train 'em given the right conditions (Carthage, Cirta, Thapsus, Antioch, Damascus, the Parthian starter territories, etc.).

However, they are very rare and of course expensive.

Heffalumps, pachyderms, oliphaunts; all the same thing. Big tusked things with trunks that can run amok when shot with fire.
