Whats the problem. I let the install do everything it wanted and I start the mod and get this.

corrupt download, you will need to redownload the install program and make sure it is installed over a clean version of RTW 1.2

No, I believe that it may crash over 1.3. Please read the FAQ (https://forums.totalwar.org/vb/showthread.php?t=63634) as it will answer all your questions better than I can.
