Bug with automanage tax

Hello all. I was playing my Selucid campaign on E/M other day and noticed something weird. I left the AI to automanage my tax but doesn't do a very nice job. It always leave on the lowest tax rate possible even when the city is very green and has a loyalty of 135% or something. Is this a bug or just part of the AI's taxing abilities? I am losing alot of money due to this bug. Kind hard to fend off 7 full sized uber Roman army waiting at the border with such low income. (around 100,000 only)

Maybe because you have the policy set to Cultural Growth.. ?

Hmm I thought that only affect automanage but not taxes. Will check it out. Thanks.

Basically, this happens once in a while when my economy is booming. Just reset the taxation by ticking the auto tax again and taxation will go back to the highest possible in all settlements.
