Can't make any boats in all cities

Hello , Europa barbarorum is a really good mod (the best) but , i have a problem (v. 0.74)

I play with Casse , i control all the UK and Ireland but the problem is : i can't make boat !... i have lost the beginning's boats then i can't moove from my isles , i'm in 210 BC and it become borring to can't make anything :s ( i can't upgrade my shipyards ).

Is it because my cities aren't enough big ( i have over 20000 citizen in few cities :s ) ? Or its a bug :s .

Boats can be built in Ictis and the southern ireland province. Be warned that currently they have no unit card and so will appear as peasants in the recruitment section. They can be built.
