I am playing RTW with I think 1.3 patch. I noticed while playing the Germans that their cavalry is getting slaughtered. I lost several generals attacked peasants! Also I charged naked fanatics and lost generals and took terrible casualties.
Have they nerfed the German Cavalry? I remember it used to be pretty good.

Which cavalry unit do you mean? The Germans have many different types.
Also were they ninja-peasants with gold chevrons and full weapon and armor upgrades?
The difficulty you were playing at may also matter...

I was using Generals' bodyguard and Barbarian Cavalry and I was up against Naked Fanatics and Peasants. They were rebel units or Gaul with no upgrades.
I lost a couple generals in a flanking charge instantly! and I suffered high instant casualties repeatedly. I am afraid to use the cavalry even though I remember it being the key to a great German army.

You said it.. Barbarian Cavalry. And I think they weakened all cavalry in 1.3, not only German ;)
Yeah, the effect of all cav was nerfed. I even lost my general to a unit of Hastati! At the point of impact the camera zoomed to the 'killed general' view. Devastated.
If your germania then the backbone of your army is the bog standard spearmen surely! Those guys are the elite of the known world for a loonngg time in the game. You could pick up your troops at the start and march to take on the Senate army and win comfortably with those guys! They are the only early Phalanx style unit that knows exactly how to be a phalanx unit.
I only 'upgrade' tha barracks building past getting spearmen when I dont know what to do with my money.
The German chosen axemen are great flankers together with spearmen as support against cavalry. The axemen can take on and rout legionary cohorts if they don't get pelted with pila.

I'm not sure which version they tweaked the stats, but they did considerably reduce cavalry charge bonus from how it used to be in vanilla. Defence skill / armour stats for most unit types has always been fairly low, as well as morale, so you shouldn't expect units to hold up for to long in melee.
I think they probably tweaked the stats when BI was released, so yeah it probably was v1.3 when the noticable changes were made, since BI was v1.4. There were a few areas in the code that were adjusted in v1.3 in order to bring the compatability in line with BI v1.4 for multiplayer reasons.

I even lost my general to a unit of Hastati!that's not shocking. imo thats good that CA changed it. why? sometimes if you put a unit with a decent def. like hastati on guard mode they can beat almost any cav. cept cataphracts.(and there not attacking) and two the hastati will outnumber the general by 2 to 1 or
3 to 1
