I don't know if anybody has ever mentioned this before, but I think that there should be buildings for water and irrigation in desert regions. For example, wells could provide public order and health bonuses, and irrigation ditches would be required to build the next level of farms. I live in a desert, and the local government here has to spend a lot of money on reservoirs, wells, water conservation and such. I think buildings such as these would add to the realism of EB and would help represent what it like to live in arid regions.

But there will still be limits - no matter how much they invested, the factions we have could not have turned some provinces into something they were not. All of the land around Ubar cannot be turned into something as productive as land around Carthage or Campania. So we do have some places where buildings can't be constructed in desert areas. No baths for example, or underground sewers. No paved roads in some desert areas and no roads at all in the sahara or arabia provinces. But we will still be tweaking these things when they get massively tested in 0.8 and we hope to have it all settled by 1.0.

Which buildings? If you are talking about sewers, etc. I know about those. I am talking about bringing clean water into the city for drinking, cooking, cleaning, and that kind of stuff.
