Dear CA,
I am a avid TW gamer (I have all TW games including "eras" and I would like to propose that CA to provide modding tools that address the following areas:
1.CA should provide a modding tool to facilitate the player to adjust the units. For example, If I want to mod the Nubian spearmen to be more like the Zulu Impi. Under the proposed modding tool, I can use the Hastati as the base model, bring over the layout of the unit from the original Nubian spearmen, make any other relevant change to the attributes (morale ->high, speed -> very high, number of javelin/pilum/assegai ->3) and save. Upon reload, my Pharaoh will command the fiercest warriors in Africa.
2.CA should provide a modding tool to adjust the AI at the faction level by choosing from a list of attributes. For example, I can set the Briton faction level to be secluded (non-expansionist), fiercely independent (prone to revolt), low inclination toward civilization (more likely to build troops than buildings). For Germania faction, my setting would be roaming (sack the settlement and move on), land dependent (not likely to build ship or any sea unit) etc.
CA may sell the game with the modding tools "Rome Total War Deluxe" and I have no problem spending up to $70 (US) for that.
PS I know there are many modding tools out there but I have a higher trust on something from the company itself and besides I think this is a great product idea.
