Casse can't build boats

When I was playing the Casse they were not able to build boats of any kind, plus they have several units that have a charge score of 1 when others have a twenty-something. As a side note, I hope someone is working on the skins for some of the units that still look like peasants.

1) They do have boats, but you'll find it difficult to spot them as they have peasant icons.

2) The Charge bonus is fscked up in 1.2 so this was the best we could do.

3) UI's are in the works for new and old units for 0.8. But please be aware that this is still a beta and so things will be missing even in 0.8.

Boats can't be built in every coastal province - first you have to build a naval harbor (https://forums.totalwar.org/vb/showpost.php?p=1022147&postcount=3), and they are restricted to a relatively small number of locations.

Ictis and Ivernis can build boats.
