How do you change the amount of turns per year?

I've been looking around the RTW data files everywhere but I can't find a file that might be able to change the amount of turns per year. Then I heard that EB had 4 turns per year. What files do you edit?

Thanks for the link, although I was looking for something permanent that doesn't have to be activated manually like in EB.
