say if there 2 squads of monks charging up a hill at you and you had 2 gunners would they make them run away or would the monks make them run away first and the gunners were on honout 9 ?

Are the gunners set on 'Hold Position'? What honor are the monks? You know, you can try this out, yourself, in a custom battle to see how it works out....

GunShire, try what ShaiHulud says. I wouldn't mess with honor 9 units much except for just the hell of it. 9 is impractical when actually playing the game. If you use honor 1 to 5 instead it will be much more representative and will yield results that you could expect to really see in a campaign or online.

Well, it's the way you use the gunners.
if you have say 3 units of them, and make them all fir at one unit of monks, a lot will get killed. As soon as they are routed, the honour of the surrounding units gets less. then block the other monks with anything, like naginata or yari samurai, direct the gunners to fire on the next unit of monks and they rout too. Pretty soon you may have them all running. No pronlem.
Of course there's some more to consider, but hey! We all had to find out for ourselves, so you do the same.
There's one map online that I have a line-up with 3 musk units for, that most players don't know how to handle correctly. And I don't even choose the best defendible position. Usually, after 5 minutes, only 2 of my units of musks have been active, and I have a kill ratio you won't believe, even when 2 enemy musk units and 2 archer units have been taking shot at my musks. Then of course my musks rout, but they already have done the damage. Besides, I can rally the musks, and put them in my second line of defence, so you'll have to face them again.
IMHO, they are way too strong and too cheap!

Gun... If your ranged units are not on 'Hold Position' then they are, by default, in 'Skirmish' mode.
In Skirmish they will retreat when an enemy gets close. Monks getting close will start them retreating, catch them, still retreating, start killing them, and induce a rout. In the scenario you described, with but two units per side, the monks would only take shots til they got within the 'Skirmish/retreat range of the gunners. Then it would be all Monks-kill-Gunners.

I don't normally let teppo skirmish. It's hold formation hold postion most of the time for me. The close range volleys hit hardest and skirmishers can never deliver them. If the enemy reaches the muskets I counterattack and THEN perhaps let the teppo retire.
IMO teppo are not overpowered. The Japanese used them a lot as soon as they could because they were deadly. They COULD be a tad too cheap though, but then again maybe the price is correct. I rather like them just the way they are.

Go with musketeers, even if you have to lower their honor to one in multiplayer. If you do lower their honor keep them behind you main army. They can still shoot thru your troops without killing them and will rout the enemy faster than just your foot troops alone. Good luck, Elmarko OF Fearful Ways

musketeers ar pretty equitable with arquebusiers, insofar as multiplayer goes. bumoping up their honor doesn't really do much, unless you're into hour-long shoot-outs. Honor 0 tends to do the trick: it makes them cheap (52 pts) and balances out for the amount of time you'll most likely be using them (a few shots on the outset, and then pulling them back to flank-shoot once your melee troops are engaged) which is usually about 5 minutes total.

I have no problem with guns up front at honour 0. What I do is have the flanks covered and have Yari Sam protrcting them. They normally only rout if they lose about half the unit.

Leave your gunners with some honour unless you REALLY have to same the koku, they will be slightly more effective and alot braver. If you cost is a problem I would choose higher honour arquies not lower honour muskets.
