I want to have peace with a neighbour but all my offers are dismissed by him. What should I offer to get peace?

(btw. I am winning the war or it is a standoff but I just don't want to conquer all of his.)_

In my experience, the only way to have a lasting peace with your neighbors, is to CONQUER them...

Why bother? I have the same experience as you; most of the other factions refuse to make peace. Those who do make peace generally attack you again. So, if I don't want to conquer them, I turn it into a training ground. I destroy the bulk of their military, take some key provinces, but make sure to leave them enough territory to be viable from an economic standpoint. Then I leave an army behind to destroy whatever forces they recruit to attack me. I get veteran troops from it and gain experience for my younger generals.

Just a thought though. Have you tried using the "Accept or we will attack" offer in diplomacy? In my case, it never fails to get me a ceasefire or more, depending on our relative strengths. Dunno about this, but try parking a full stack army near one of their cities and start negotiating with a diplomat, preferably 4-6 wreathes in influence.

As Seedexodus says, the key to this is to park full stacks around the enemy faction's cities (optimally more than one stack on more than one city). This is seen as a threat by the AI, who will be much more likely to give you a Ceasefire, since the AI faction will gain an immediate end to the threat you've got sitting on their doorstep(s).

If you conquer a province, then your ability to threaten the enemy actually *decreases* according to how the AI thinks of things. So keeping your full stacks visible and positioned well is important.

Going to try this tomorrow. Yesterday I was able to make a peace with the Carthagians.
