It was just a game , a bit of guesswork , it wasn't really a plan .
But it seems like it was forgotten when they wanted to play silly buggers for real .

The planning done at the Defense Department changed Zinni's original conception in some fundamental ways. For example, Zinni proposed a civilian occupation authority with offices in all eighteen Iraqi provinces, whereas the Coalition Provisional Authority (CPA) was actually established only in Baghdad.

Wouldn't eighteen provinces allow a more controlled method and allow for ethnic differencs.

Add another 200,000 troops to concentrate on the worst third of the provinces and you could lock them down tight.

Yes but then you would have to find hundreds more people who agree with radical neo-conservative ideals to staff them. As they couldn't find many qualified folks who thought this way for the CPA they would have had to start recruiting from The Free Republic.:clown:

I thought the issue was finding enough positions for all those sponsers... 3 birds with one stone.

:balloon: Positions get filled by those following the agenda of the US government.
:balloon2: Sponsors are made happy in getting a position.
:balloon3: Darwin takes over, and you will be left with the smart ones who probably could deal with a hurricane and get rebuilt within a year.
