I think everyone is "misunderestimating" the administration. This is actually a very clever plan.

Any bozo that emails a report in, having watched hours of this stuff, will automatically be put on surveillance himself - since it is highly likely he will soon tool himself up and go machine gun a school or two to make his mark in history.

It clearly can't be to stop illegal immigrants, since we all know that hitting the employers of the aforementioned would be far more effective.
