what is the library for, and how do you post in it?

The library contains old posts, that's probably why you can't post there. I believe it's a collection of posts made before the Org moved servers.

Many things happened since 1999. Moved servers and board software several time. A flat file PERL board was used between 2000 and 2002 and when it grew large it crashed the server. We had to adopt a very strict pruning policy. At a point everything older than 2 weeks was thrown away (you'll see almost all of those topics now, because of backups, merging and conversion). To offer some sort of FAQ for members, important topics were moved to a read only forum, the library.
