Changing Borders?

well, I remember doing this in RTR, but i forgot how to change border colors. i dont like the way rebels have different border colors from their faction color. can someone help me on this??

Faction strat map colors are in descr_sm_factions in the data folder (primary and secondary colors).

Though I believe the "rebel faction" was left with borders to give the feel that they were independant from oneanother rather than one big gray nation.
