I'm having trouble recruiting troops in a lot of my provinces. I'm playing as Iberia can only recruit spies and diplomats, not military units. I have similar facilities in another city and can recruit my best units there.:help: :help:

There is almost no difference between the two with regards recruitment. No need to cry.
