Can I delete this?

You know how there is a break section in some text files that says "THIS FILE GONE FOR LOCALIZATION! ANY CHANGES MADE AFTER A CERTAIN DATE GO BELOW HERE!"?

If I'm helping make a new mod, and am using almost all new traits and retinue, can I delete that and it will have no affect?

Yeah you can delete it. It has no effect at all. You can also just make the changes above or below it.

To clarify, anything after a semicolon on the line is totally ignored by the game. You could swear at it after a semicolon and it still wouldn't listen.

I've done a little editing myself also. I changed the diplomacy settings and now everyone starts off at being at peace even with the rebels, even though in the desc_strat it says they are at war with the slaves, what do you think I changed to cause this problem?

If you mess up descr_strat file at some point in text file then game stops reading everything below that point - hence you could end up with none of diplomacy settings being read.

Is anything else - last slave armies etc missing? If not problem could just be in diplomacy section.. can you post a copy of it, please..
