What is Ceasar in Gaul?

While looking through the text files, I've come across things refering to "Ceasar in Gaul" multiple times. What is this?

it is a campaign that most people think was going to be a tutorial type campaign or a short campaign focusing on one part of europe and wasn't completed but there were a few bits of code left in as the game was published...
