OK what is it? Do all intel duo 2 core cpus come with it? Does it have any effect on games?

It's not part of the core duo 2. It's a platform, much like Centrino was - a dual core intel processor, network adapter, and software. It won't affect games, as it's a media center initiative - for Tivo functions on the PC and the like.
